Abstract: The entire process of introducing a biological control agent for control of a problem aquatic plant species is complex and lengthy. All of it is governed by regulations and sound scientific procedures. A management concept for accomplishing the procedures has been developed for use by those responsible for aquatic plant control using biological agents.
