Abstract: Pursuant to the National Environmental Policy Act of 1969 (NEPA), as amended, this Dams and Spillway Design Refinements Supplemental Environmental Assessment (SEA) identifies and analyzes any additional beneficial or adverse potential effects that would result from the proposed design refinements to the Isabella Lake Dam Safety Modification (DSM) Project. The U.S. Army Corps of Engineers (USACE), Sacramento District, is the lead agency and the United States Department of Agriculture Forest Service, Sequoia National Forest (USFS) is a cooperating agency. The Isabella Lake DSM Project was previously evaluated under NEPA in the Isabella Lake DSM Project Draft Environmental Impact Statement (DEIS) of March 2012, and a Final Environmental Impact Statement (FEIS) of the same title in October 2012. The DEIS described and assessed impacts of the Isabella Lake DSM Project. A Record of Decision (ROD) was issued by USACE on December 18, 2012. Several design elements were identified in the FEIS, as well as in subsequent tiered NEPA documents, that called for further refinement and clarification as additional project details were developed. This SEA provides an assessment of the proposed design refinements that were identified to best accomplish the Isabella DSM Project. Two alternatives are assessed within this document, the No Action Alternative and Alternative 2, the Proposed Action. The Proposed Action best fulfills the purpose and need of the Project.
