Abstract: The purpose of this Programmatic Environmental Assessment (PEA) is to efficiently conduct National Environmental Policy Act (NEPA) compliance for future proposed Section 408 requests which are similar in nature and that have similar impacts. The need for this PEA is to establish a Programmatic NEPA document which will reduce the administrative burden on both requesters and USACE and increase the timeliness of processing future Section 408 requests. There also is a need to replace the previous 2011 PEA. The Fort Worth District prepared a PEA dated April 11, 2011, with a signed Finding of No Significant Impact (FONSI) dated April 15, 2011 (USACE 2011). This current PEA replaces and supersedes the previous 2011 PEA once the new PEA is finalized.
