Abstract: The purpose of this Definite Project Report with Integrated Environmental Assessment, including the signed Finding of No Significant Impact (FONSI) is to evaluate the proposal for the Upper Mississippi River Restoration program (UMRR; formerly known as the Environmental Management Program). Habitat Rehabilitation and Enhancement Project (HREP) at Clarence Cannon National Wildlife Refuge (CCNWR). This report is being developed by the U.S. Army Corps of Engineers (USACE) with the U.S. Fish and Wildlife Services (USFWS) serving as the federal project partner. This report provides planning, engineering, and sufficient construction details of the recommended plan to allow final design and construction to proceed subsequent to document approval.
