| dc.description.abstract | This Environmental Assessment (EA) analyzes a proposed operational change at John H. Kerr through the revision of the Water Control Plan (WCP). The purpose of the operational change is to offset adverse impacts to the downstream riverine ecosystem caused by dam operations. The Corps’ existing authority to operate John H. Kerr Dam and Reservoir for flood control, hydroelectric power generation, and other uses, which provides appropriate authority to make the proposed operational adjustment is the Flood Control Act of 1944. This authority will be implemented using ER 1110-2-240 “Water Control Management” and ER 1105-2-100 “Planning Guidance Notebook.” Prior to the decision to pursue operational changes at John H. Kerr through a Water Control Plan Revision, the Corps conducted a Section 216 feasibility study. The purpose of the study was to review the operation of the John H. Kerr Dam and Reservoir and to determine the advisability of modifying operations for the purpose of improving the quality of the environment in the overall public interest, as authorized under Section 216 of Public Law 91-611, the River and Harbor and Flood Control Act of 1970. Based on the interests of the Sponsors and opportunities for improvement identified to date, the study focused on examining the feasibility of addressing downstream environmental resource concerns in the Lower Roanoke River through changes in operations or structures at the John H. Kerr Dam and Reservoir. The non-federal cost sharing partners for this study were the Commonwealth of Virginia and the State of North Carolina. Several alternatives were evaluated and the recommended plan was one that could be done by altering the Water Control Plan. | en_US |
