The Construction Engineering Research Laboratory (CERL) was created in 1968 in Champaign, Illinois with many of the original staff and organization coming from the Ohio River Division Laboratories (ORDL) of the U.S. Army Corps of Engineers. The purpose of the laboratory was to advance the science of construction and installation management with a focus on military managed bases and lands. Since then, the range of topics researched by CERL has gradually expanded. In 1999, the laboratory was brought into the Engineer Research and Development Center (ERDC) organization. CERL remains based in Champaign, Illinois and does research on military installations, contingency bases, and sustainable ranges and lands, enhancing socio-cultural understanding in theater operations, and improving civil works facilities and infrastructure.
