Abstract: The paper documents a study that reviewed construction literature to find reports of projects that have been constructed under low-temperature conditions. A survey of Alaskan contractors to determine "cutoff temperatures" and other factors that cause construction work of different types to be suspended is also presented. For both the literature search and the contractor survey, the lowest temperature mentioned was -70°F. The paper also describes a computer program for estimating heat loss and enclosures and heating costs for building under construction i.n cold regions. The program is described, a sample program run is presented, and a successful validation effort is summarized.
