Foreward: On 5 February 1971, Mr. w. R. Waugh, Chairman, Concrete Committee, United States Committee on Large Dams (USCOLD) of the International Commission on Large Dams (ICOLD), requested several members of that Committee to prepare brief papers on indicated topics. The topic assigned to Mr. Bryant Mather, Chief, Concrete Division, Waterways Experiment Station, was "Use of Concrete of Low Portland Cement Content in Combination with Pozzolans and Admixtures in Construction of Concrete Damns " .The manuscript prepared by Mr. Mather was submitted to OCE for review and approval on April 1971 and was cleared, without change, for presentation and publication. The manuscript was also reviewed by the Paper Review Subcommittee of the Concrete Committee of USCOLD. This paper contains an analysis of data developed- in the Corps of Engineers Civil Works Investigations, Engineering Studies Program, Itam ES 601, "Research in Mass Concrete," subproject "Investigation of Cement Replacement Materials." The data were obtained from reports prepared by Mr. William o. Tynes listed u items 10 and 11 in the Reference 11 (page 6). Director of the WES during the preparation of this paper was COL Ernest D. Peixotto, CE. Technical Director was Mr. F. R. Brown
