Technical ReportSummary: The exploration and rapid development of the Arctic and Subarctic have focused attention on living and working in this region. Civilian and military operations have been hampered by a lack of knowledge of the characteristics of the earth's layer or sublayer of snow, ice, and permafrost. This report discusses the problems and presents a brief review of the present state of knowledge of snow, ice, and frozen ground, and a statement of research needs.
