Librarian's note: This manuscript contains the memoirs of Herbert D. Vogel, one of the founding members of the U.S. Waterways Experiment Station (WES) and the first commanding officer of the station. The manuscript describes his time at WES, his time serving at the U.S. Corps of Engineers Pittsburgh District, his service in the second World War, his service with the Tennessee Valley Authority (TVA), and his service with the World Bank.
