Abstract: Before the dangers of lead and asbestos in the environment were known, lead-based paints and asbestos insulation were commonly used building materials. Now that the dangers are recognized, Army housing and nonresidential buildings must be inspected to determine the level of lead and asbestos hazards present and to manage these hazards in a manner consistent with applicable laws, regulations, and policies. Hazardous Asbestos and Lead Optimal Management System (HALO) is a software tool designed to track required information relating to the degree of lead and asbestos hazards present and the remedial actions taken. This user's manual describes the HALO program, the procedures for installation on your computer, the data entry screens, and the various reports available. The HALO program is designed to run on IBM-compatible personal computers running several Windows operating systems. The program requires at least a Pentium-class computer with 16 MB of RAM, at least 10 MB of available hard disk space, and a display resolution of 800 by 600 pixels. In addition, to generate the Lead Hazard Management Plan and/or the Asbestos Management Plan, Microsoft Word® 7 or later is required.
