Abstract: This Detailed Project Report and Environmental Assessment presents the findings of the Section 204 Beneficial Use of Dredged Material for Ecosystem Restoration Project, at Fairport Harbor, Ohio and has been prepared to document the plan formulation process and potential environmental effects associated with the implementation of restoration alternatives for the proposed site. The geographic scope of this study consists of Fairport Harbor and its immediate vicinity, located along the southern shore of Lake Erie, at the mouth of the Grand River, about 20 miles east of Cleveland, Ohio. The overall goal of the project is to restore some of the aquatic ecosystem functions that have been lost or degraded in this region. The southern shore and nearshore habitat of Lake Erie has been modified over time by deforestation, urban development, shoreline modification, dredging, pollution, and loss of habitat. The proposed ecosystem restoration project would create an offshore spawning reef adjacent to the East Breakwater in Fairport Harbor.
