Abstract: The US Army Corps of Engineers, Walla Walla District (Corps), proposes to implement a Rapid Response Action Plan (Plan) for the removal of prospective zebra (Dresissena polymorhpa) and quagga mussel [D. bugensis (collectively referred to as dreissenids)] incursions in the Columbia River Basin. The Plan also includes waterbodies in the states of Washington, Oregon, Idaho, and Montana. The risk of dreissenid invasion is genuine as recreational watercraft from across the country transport invasive species into other waterbodies. In 2014, 3 watercraft were intercepted in Montana transporting dreissenids. This comports with an average interception rate for inspection stations in California. Inspection stations are now common throughout the northwest. Dreissenids being human introduced into the CRB at some point is not only possible, but probable. The purpose of this Biological Assessment is to present 1) dreissenid life history and habitat requirements; 2) the invasion risk of dreissenids; 3) the potential ecological and economic consequences of an invasion; 4) the Corps Plan; and 5) the effects analysis of Plan implementation on potentially affected Endangered Species Act listed species and critical habitats under the jurisdiction of the US Fish and Wildlife Service and the National Marine Fisheries Service across Washington, Oregon, Idaho, and Montana.
