Abstract: This Environmental Assessment (EA) is being finalized after the repairs to the Kooskia South Fork (Right Bank) Levee System were completed on March 05, 2020, in accordance with an emergency declaration authorizing emergency environmental compliance procedures. The U.S. Army Corps of Engineers, Walla Walla District (Corps) repaired the Kooskia South Fork (Right Bank) Levee System at four locations for a total repair length of 570 feet along the South Fork Clearwater River in Kooskia, Idaho. The action was undertaken to improve reliability and functionality of the levee during high flow and flood events, pursuant to Public Law (PL) 84-99 (Rehabilitation Program). The City of Kooskia (City), is located in northern Idaho at the confluence of the South and Middle Forks of the Clearwater River. The South Fork Clearwater River runs adjacent to the City and is constrained by a levee system. Four damaged levee sections were located along the right bank of the river. The Kooskia South Fork Levee System was constructed in 1950 to reduce the risk of flooding adjacent to the river. The leveed area contains residential homes, commercial property, and a wastewater treatment plant. The levee restoration area is located between river mile 1.4 and 1.9 on the South Fork Clearwater River within Section 8 of Township 32 North, Range 4 East, near latitude 46.122 ºN and -115.980 ºW in Idaho County, in Kooskia Idaho.
