Abstract: The revision of the Toronto Lake Master Plan (Plan or Master Plan) is a framework built collaboratively to guide appropriate stewardship of U.S. Army Corps of Engineers (USACE) administered resources at Toronto Lake over the next 25 years. The 1979 Toronto Lake Master Plan was an update of the original 1959 Master Plan, and has served well past its intended 25-year planning horizon. In addition to the inherent mission of environmental stewardship, the lake and dam’s primary purposes are flood risk management, water quality, fish and wildlife conservation, and water supply. The 1979 Master Plan classifies a total of 6,073 acres of USACE land and 2,550 acres of surface water at conservation pool within the fee boundary. Due to land changes from erosion and sedimentation as well as better measurement technology, this number has increased. Currently, Toronto Lake encompasses 6,333 acres of land and 2,308 acres of surface water, protecting the Verdigris River Basin through flood mitigation, providing water for local municipalities and irrigation, as well as conserving habitat for fish and wildlife conservation and public recreation. This Plan and supporting documentation provides an inventory, analysis, goals, objectives and recommendations for USACE lands and waters at Toronto Lake, Kansas.
