Abstract: | The U.S. Army Corps of Engineers (USACE) produces and operates under Master Plans to guide the responsible stewardship of USACE-administered lands and resources. A Master Plan presents an inventory and analysis of land resources, resource management objectives, land use classifications, resource use plans for each land use classification, current and projected facility needs, an analysis of existing and anticipated resource use, and anticipated influences on overall project operation and management. USACE land use classifications provide for development and resource management consistent with authorized purposes and other Federal laws. The existing Master Plan for the Clarence J. Brown Dam and Reservoir Project (the “Project”) was completed in 1971, and has not been comprehensively updated since then. The USACE is proposing adoption of a new Master Plan at Clarence J. Brown Dam and Reservoir to reflect changes that have occurred to the Project, the region, overall recreation trends, and USACE policy directives since the adoption of the 1971 Master Plan. The Updated Master Plan has been prepared pursuant to Engineer Regulation (ER) 1130-2-550 and Engineering Pamphlet (EP) 1130-2-550. The purpose of this Environmental Assessment (EA) is to identify the potential impacts to the natural and human environment from implementation of the 2020 Clarence J. Brown Dam and Reservoir Master Plan, and to determine whether the environmental effects of the action have the potential to be significant. |
