Abstract: This Detailed Project Report and Environmental Assessment presents the findings of the Section 14 Grand River/Bank Street Streambank and Shoreline Erosion Protection Project in Painesville, Ohio. This report, prepared by the Buffalo District of the U.S. Army Corps of Engineers, documents the feasibility phase, plan formulation process and potential environmental effects associated with the implementation of streambank protection measures. All plan formulation elements are completed during this phase, including technical analyses, policy compliance determinations, and environmental and regulatory compliance activities required for approval of the decision document. This study is authorized under the Continuing Authority Program, Section 14 of the 1946 Flood Control Act, as amended. The geographic scope of this study consists of approximately 325 linear feet of significantly eroded streambank along the west bank of the Grand River directly adjacent to Bank Street within the City of Painesville, Lake County, Ohio. The project area is located near the Bank Street intersection with South State Street, less than one quarter mile south of downtown Painesville. The overall goal of this project is to protect a streambank from further erosion and prevent an eventual failure of the Bank Street infrastructure and associated public utilities. Further streambank erosion at the site could disrupt vehicular traffic, residential access and public utility services for the residential area and require relocation of multiple public utilities including gas, water, sewer, and electric lines.
