Abstract: The purpose of the proposed action is to establish collocated intermodal facilities in the Arkansas River Valley (ARV). Establishing intermodal facilities would promote economic development by creating new jobs, specifically higher wage jobs, improve transportation capacity and competitiveness necessary for attracting new businesses and industries to the area, and enhance modal interrelationships by providing more shipping capabilities and capacity. The River Valley Intermodal Facilities (RVIF) is supported by local, statewide, and nationwide land use, economic, and growth objectives. Within these objectives, specific needs for the RVIF have been identified. These needs include more slackwater harbors in the State of Arkansas, an integrated regional economy; promotion of social and economic growth by creating higher wage jobs in the ARV region; larger industrial sites with access to multimodal transportation, and additional freight capacity through large-scale freight projects.
