Abstract: The Corps and its non-Federal partners, the CVFPB and SAFCA, propose to provide enhanced flood risk protection to the Sacramento Metropolitan Area by constructing the Folsom Dam Raise project. The project is located in Sacramento, Placer, and El Dorado Counties, California. Alternative 2 (Spillway Tainter Gate Modifications and Combined Earthen Raise/Concrete Floodwall) is the preferred alternative. This alternative would involve: (1) raising the effective crest elevations of Dikes 1 through 8 and the Mormon Island Auxiliary Dam (MIAD) by approximately 3.5 feet through the addition of earthen and rock materials to the top and upper sides of the dikes and MIAD; (2) raising the effective crest elevation of the Left Wing Dam and Right Wing Dam by building a concrete floodwall along the existing dam crests, and; (3) making refinements to the main dam’s (Folsom Dam) spillway Tainter gates along with other structural modifications. This final SEIS/EIR was prepared in accordance with the National Environmental Policy Act of 1969, as amended, and provides an evaluation of the potential effects on environmental resources that could occur if the proposed project (Alternative 2) is constructed, and those that could occur if the project is not constructed (Alternative 1, No Action). It also identifies measures to avoid, minimize, or compensate any potentially significant adverse impacts, where feasible.
