Abstract: The Upper Allegheny River study analyzes potential changes to Allegheny River Locks and Dams 5, 6, 7, 8, and 9 in response to downward trends in commercial navigation at the projects over the last 20 years. This study assesses whether sufficient federal interest exists to maintain these projects for their sole authorized purpose of commercial navigation, and to evaluate alternatives in response to changed conditions. Alternatives considered include multiple operations and maintenance funding levels, transfer, mothball, abandonment or removal of the projects. Study analysis is based on an evaluation and comparison of the benefits, costs, risks and impacts of continued operation, maintenance, repair, replacement, and rehabilitation. The report developed is consistent with the U.S. Army Corps of Engineers (Corps) Planning Guidance Notebook and 2016 Disposition Study Implementation guidance. The document is intended to provide a complete, usable informational report that inventories current conditions, evaluates alternatives, compares costs, and discusses potential environmental and socioeconomic impacts. Components of this study have been scaled to the extent possible based on the scope and budget restrictions of the study. . A determination that this would be transmitted as a negative report was made in coordination with the vertical team and the project delivery team. This document provides findings, without a recommendation for federal action. Without a recommendation for federal action, some requirements were reduced or excluded from the final report.
