Abstract: Military installations face many challenges in nonhazardous solid waste management (SWM): landfills both on- and off-post are reaching capacity throughout the country; disposal costs are increasing at off-post landfills; and regulations affecting the disposal and recycling of solid waste are being promulgated at all levels of Government, including the Department of Defense. Military personnel need a single source of information on designing and implementing an integrated SWM program that balances economics with regulatory requirements and ensures an environmentally responsible program. The solution includes the use of the interactive management plan optimization system Solid Waste Options for Municipal Planners (SW-Options), which was developed by the US Environmental Protection Agency (USEPA). SW-Options is a computerized SWM planning tool that provides military installations with a method for developing preliminary SWM plans that minimize cost and maximize landfill diversion. This guide is designed to facilitate use of SW-Options at installations by providing the user with all information necessary to operate the software. This chapter provides an overview and summary of operation for SWOptions. 1 The chapter also presents information on use of the program for planning solid waste management at US military facilities, as well as a summary of relevant laws and regulations. Chapter Two provides technical information related to installing and running the SW-Options software program. Chapter Three provides information about the SW-Options user interface. Chapter Four explains how to describe communities and waste management districts and how to construct a waste management scenario. Chapter Five explains how to generate reports about the districts and communities and the waste management scenarios constructed. Appendix A provides examples of scenarios constructed for solid waste management planning at US Army installations. Appendix B provides a scenario development worksheet. Appendix C presents estimation methods used by the program to develop cost values as well as a schematic of the software's decision logic pathway. Appendix D provides listings of state solid waste information. Appendix E presents a listing of military, USEPA Regional, and state waste management offices. Appendix F is a comment form for providing feedback on the usefulness of SW-Options to the US Army's Construction Engineering Research Laboratories.
