dc.description.abstractThe Red River basin in eastern North Dakota and along the western Minnesota border has a long history of flooding due to the unique hydrology of the area. Three large rivers, the Red River of the North, the Wild Rice River (ND), and the Sheyenne River, converge in the Fargo-Moorhead metropolitan area and contribute to extensive flooding. The Federally Recommended Plan (FRP) for the flood risk management project consists of a 36-mile diversion channel (six miles of which is a connecting channel) around the west side of the city of Fargo, a staging area, and approximately 12 miles of tie-back levees. The FRP is described as the Locally Preferred Plan (LPP) in the Final Feasibility Report and Environmental Impact Statement (FEIS) dated July 2011; a Record of Decision was signed on April 3, 2012. Detailed engineering and design studies conducted since the completion of the FEIS have resulted in several proposed modifications to the Project. The proposed modifications identified since the FEIS include: (1) diversion channel modifications, including alignment shifts1 and channel cross-section modifications; (2) the addition of levees and floodwalls in downtown Fargo; and (3) a ring levee around the towns of Oxbow, Hickson, and Bakke, ND, which are immediately adjacent to each other. A Supplemental Environmental Assessment and a Supplemental Clean Water Act Section 404 evaluation (Attachment 1) have been prepared to address the potential effects associated with the proposed modifications. Information presented in the FEIS dated July 2011 is incorporated by reference. An environmental review indicates that while the proposed modifications would result in some changes in the location, timing, and magnitude of effects on some resources, there would not be an appreciable change in the overall types and scope of impacts from what was described in the FEIS.en_US
