Abstract: | The U.S. Army Corps of Engineers, Mississippi Valley Division, New Orleans District, has prepared this Individual Environmental Report #15 (IER #15) to evaluate the potential impacts associated with the proposed construction and maintenance of 100-year level of protection along the West Bank and Vicinity, Lake Cataouatche Flood Damage Reduction project area. The proposed action is located in Jefferson Parish of New Orleans, Louisiana. The term “100-year level of protection,” as it is used throughout this document, refers to a level of protection that reduces the risk of hurricane surge and wave-driven flooding that the New Orleans Metropolitan area has a 1 percent chance of experiencing each year. The approximate project-area boundaries are Bayou Segnette on the east, Lake Cataouatche on the south, the Jefferson Parish/St. Charles Parish line on the west, and the Mississippi River on the north. The major communities in this area include Avondale, Bridge City, Waggaman, and the western part of Westwego. The Lake Cataouatche levee encloses the entire southern area, beginning near Bayou Segnette and U.S. Highway 90 (Hwy 90) on the east, sweeping southerly in a trapezoidal configuration to the west, and tying into Hwy 90 near the Jefferson Parish/St. Charles Parish line. Most of the study area is under forced drainage via several pumping stations. Forced drainage has facilitated development for residential, commercial, and/or industrial purposes within much of the study area, but most of the land within the southern third of the study area remains undeveloped. |
