| Abstract: | Hurricane Katrina on 29 August 2005 caused major damage to Metropolitan New Orleans and to the Federal and non-Federal flood control and HSDRRS in southern Louisiana. Hurricane Rita made landfall on 24 September 2005, and added to local damages. The purpose of the proposed action is to enhance the WBV portion of the hurricane and storm damage risk reduction system to provide 100-year level of risk reduction. The proposed action would improve an important link in the comprehensive system of levees, floodwalls, floodgates and drainage structures protecting the WBV residential, commercial, and industrial establishment. The proposed action results from a defined need to reduce flood risk and storm damages to residences, businesses, and other infrastructure from hurricanes (100-year tropical storm events) and other high water events. Such action is vital to the recovery and revitalization of metropolitan New Orleans. The completed HSDRRS would lower the risk of harm to citizens, and damage to infrastructure during a tropical storm event. The safety of the people in the region is the highest priority of the CEMVN. The term “100-year level of risk reduction,” as it is used throughout this document, refers to a level of protection that reduces the risk of hurricane surge and wave-driven flooding that the New Orleans metropolitan area has a 1 percent chance of experiencing in any given year. |
