Abstract: The Mississippi River Gulf Outlet (MRGO) Ecosystem Restoration Plan Feasibility Study is a supplement to the June 2008 MRGO Deep-Draft De-Authorization Report. It is intended to fully meet the requirements of the Water Resources Development Act of 2007 Section 7013 (Public Law [PL] 110-114). This feasibility study will result in a Report of the Chief of Engineers containing a recommended MRGO Ecosystem Restoration Plan. The plan has been conditionally authorized for construction by WRDA 2007 Section 7013. The Plan will address systematic ecosystem restoration and protection of the Lake Borgne ecosystem and areas affected by the MRGO navigation channel, and will include considerations of measures to reduce or prevent damage from storm surge. The study will integrate the findings of ongoing comprehensive restoration planning efforts for the study area, including the Louisiana Coastal Protection and Restoration (LACPR) Final Technical Report, the Louisiana Coastal Area (LCA) Program, and Louisiana‘s 2007 Comprehensive Master Plan for a Sustainable Coast. The study purpose is to develop alternative plans to restore natural features and processes in the Lake Borgne ecosystem and areas affected by the former navigation channel. Construction recommendations will be developed in concert with large-scale comprehensive ecosystem restoration plans for the region. As noted in the Louisiana-Mississippi Gulf Coast Ecosystem Restoration Working Group Roadmap for Restoring Ecosystem Resiliency and Sustainability, the MRGO Ecosystem Restoration Plan will not necessarily provide comprehensive ecosystem restoration for the entire study area.
