Introduction: In accordance with· the "Instructions and Outline for Potamology Investigations'" dated November 1947 which proposes an investigation through a comprehensive research program for determining the governing principles for the design and over-all planning of river improvement and stabilization, there is presented herein an outline discussion of the various steps which will be followed in accomplishing the objectives of the investigation. This outline includes a discussion of the comprehensive investigation in general and of the Hydraulics Division phase in detail; detail outlines of the Soils Division and Instrumentation Branch phases are included in annexes A and B, respectively.
