Forward: The investigation reported herein was authorized by the Air Force Special Weapons Center (SWKRB), Kirtland Air Force Base, New Mexico, in Project Order PR630545, 16 August 1963, transmitted by letter to the U.S. Army Engineer Waterways Experiment Station (WES) dated 21 August 1963, subject "Project Order Number AF(29-601)-64-P0-2" (see Appendix A). Personnel of the Soils Di vision, WES, who were actively concerned with the investigation were Messrs. W. J. Turnbull, A. A. Maxwell, R. W. Cunny, Z. B. Fry, R. F. Ballard, Jr., J. L. Decell, and J. Fowler. This report was prepared by Mr. Ballard. Col. Alex G. Sutton, Jr., CE, was Director of the WES at the time of the investigation and during the preparation of this report. Mr. J. B. Tiffany was Technical Director.
