Abstract: Since the Engineer Research and Development Center’s Construction Engineering Research Laboratory (ERDC-CERL) operates within a relatively fast-paced business world, often with short and rigid execution schedules, researchers need to quickly assemble effective teams with the right knowledge, skills, and abilities (KSAs) to timely complete high-quality work. Persons within ERDC-CERL may have the needed KSAs, but locat-ing them currently and quickly can be challenging. ERDC-CERL’s FY17 Level II Leadership Development Program (LDP2) team recommends addressing the lack of a central repository for ERDC-CERL employees’ KSAs, because lack of such information often leads to outsourcing and missed opportunities for in-house teaming among ERDC-CERL personnel. After considering a number of ideas, the LDP2 team developed a database that would enable ERDC-CERL employees to document their unique capabilities and qualifications, and it would also enable project managers, researchers, and others to search the database for per-sons with KSAs that could be useful on future project teams. The team’s concept is compared to past and present ERDC tools and to commercially available KSA database tools. The team concludes that its database concept is superior, but it also identifies needed refinements before laboratory-wide deployment.
