Abstract: The U.S. Army Engineer District, New York, dredges several million cubic yards of sediment annually to maintain Federal navigation channels in New York and New Jersey Harbor. Most of this dredged material has characteristics that allow its disposal into open water or ocean sites. However, contaminant concentrations in some of the materials have led to this and other investigations of alternate management techniques for dredged material that is unacceptable for open-water disposal. These alternatives include ocean disposal with capping, coastal borrow pit disposal with capping, land-based or in-water confined disposal, and treatment of sediment to reduce the contaminant concentrations to levels acceptable for unrestricted disposal or beneficial uses. This report assesses available treatment and disposal alternatives for dioxin-contaminated dredged material from New York/New Jersey Harbor. Included in the assessment of treatment alternatives are a survey of available options, results from bench-scale tests of selected treatment technologies, development of the overall process train for promising treatment alternatives, an assessment of the feasibility of implementing the alternative, preliminary cost estimates, and a comparison of alternatives. Disposal alternatives are discussed on a similar basis and arc compared with treatment alternatives.
