dc.description.abstractThis Detailed Project Report presents the results of investigations into flooding and related problems resulting from Rio Descalabrado. The purpose of the study is to determine if the Federal Government may participate in the development of a flood control project for the community of Playita Cortada in the Municipality of Santa Isabel, Puerto Rico. The study was conducted at the request of the Puerto Rico Department of Natural and Environmental Resources (ONER). The report was prepared under the authority provided in Section 205 of the Flood Control Act of 1948 as amended. Playita Cortada is located south of Highway 1, about 5 kilometers west of the town of Santa Isabel and 20 kilometers east of Ponce. The community occupies a land area of 0.28 square kilometers and has a population of about 1,520 persons. The Playita Cortada community extends along the east flood plain of Rio Descalabrado from Highway 1 to the coastline. Approximate ground elevation in the area ranges from 1 meter mean sea level (msl) at locations near the sea to 6 meters msl at the highway. Rio Descalabrado does not provide within bank conveyance for discharges greater than the 2-year discharge. Flows exceeding the stream capacity would flood the overbank areas. Significant damages would start with the 10-year event which affects more than 70 percent of the community. Total potential damages for the study area range from $1,117,000 for the 10-year flood to $3,775,000 for the SPF, with average annual damages being about $260,600 for existing conditions. The recommended plan for flood control calls for the construction of a 3,690 meters long continued earthen levee .along the west, north, and east sides of Playita Cortada and minimum drainage.ditches to convey the local runoff. The levee was designed for the standard project flood. The levees will convert 14.3 acres of estuarine wetlands to uplands. In mitigation, as required under the Clean Water Act, the plan includes acquisition, protection, and restoration ·of 31 acres (the remainder) of a basin mangrove stand located at the southeastern corner of the community. Restoration includes improvement of hydrology and replanting. The plan also includes a hiking/biking trail on top of the levee with some picnicking facilities. This plan was selected because it maximizes the net national and regional economic development benefit, and the ONER supported it as the most convenient. The total first cost of this pl an, including recreation, would be $3,400,000. Estimated total annual investment cost is $289,000 and annual benefit is $345,000. The implementation of the project would result in a benefit-to-cost ratio of 1.2/1.0. The project is economically justified on purely existing inundation reduction benefits. Pertinent economic data for the recommended plan is based on November 1995 price levels and interest rate of 7 and 5/8 percent. Under the current cost-sharing policy, as established under the Water Resources Act of 1986, the Federal Government cost would be $2,354,900 while the non-Federal share would amount to $1,045,300.en_US
