dc.description.abstractThis Final Environmental Impact Statement examines the environmental consequences of the implementation of the Caño Martín Peña Ecosystem Restoration Project (CMP-ERP). The purpose of the CMP-ERP is to re-establish the tidal connection between the San José Lagoon and the San Juan Bay, and thus, the eastern and western sections of the San Juan Bay Estuary. The CMP-ERP consists of the dredging of approximately 2.2 miles of the eastern half of the CMP, starting from the San José Lagoon towards the west, in the vicinity of the Luis Muñoz Rivera Avenue Bridge. The CMP-ERP would improve dissolved oxygen levels and salinity stratification, increase biodiversity by restoring or enhancing, among others, fish habitat and benthic conditions, and overall health of the San Juan Bay Estuary System. The CMP-ERP is also critical for the revitalization of eight impoverished communities settled along the Martín Peña tidal channel, and restoration of this system will significantly improve human health and safety in the area. Recreational navigation will also be reestablished in the area, allowing for increased public and commercial use of the entire estuary. A 100-foot-wide by 10-foot-deep channel was chosen as the Recommended Plan for the implementation of the CMP-ERP. It proved to be the alternative that best meets the study objectives, is the most acceptable, cost effective and best buy. In addition to the contributions to ecosystem restoration, the implementation of the Recommended Plan would also contribute to improve socioeconomic conditions of adjacent communities.en_US
