Abstract: | Broward County manages their Atlantic Ocean beach resources through implementation of a Federal Shore Protection Program. The main component of this program consists of sand placement as beach nourishment along portions of the Segment II (Hillsboro Inlet to Port Everglades Inlet) and Segment III (Port Everglades to the Miami-Dade County line). Historically, borrow areas located offshore of Broward County have been the source of sand resources used for the program. The proposed project discussed herein includes nourishment along two reaches of beach located along the Segment II shoreline in Broward County, Florida. Nourishment of these two reaches was originally included in FDEP Permit No. 0163435-00-JC issued for nourishment of Segments II and III in Broward County. Construction of the Segment II portions, however, was not completed prior to expiration of the original permit. The currently proposed Segment II project is similar in scope and scale to that described in the previous project permit; therefore, much of the project information is included in the General Reevaluation Report and Environmental Impact Statement (GRR/EIS) completed in 2004 (USACE, 2004). The purpose of this Environmental Assessment (EA) is to provide new and updated data and analyses that have been obtained since approval of the GRR/EIS. New data include more detailed environmentaland sand source surveys and new analyses include a detailed sand source study, evaluation of additional project alternatives, and an analysis of listed coral species within the project vicinity. Following guidance set forth by the Council on Environmental Quality (CEQ) regulations 40 CFR 1502.21, the GRR/EIS will be referenced for any unchanged information. The Final GRR/EIS, as well as the Olsen Associates, Inc. reports cited throughout this EA, can be found online at http://olsen-associates.com/broward/. * |
