Abstract:	General: Foster Dam, completed in 1967, is a combination rock-fill and concrete structure located on the South Santiam River near Foster, Oregon, about 30 miles southeast of Albany, Oregon. Foster Dam is a reregulating dam designed to be used in conjunction with the Green Peter Dam on the Middle Santiam River and the planned Cascadia Dam on the South Santiam River. The main benefits of the Foster Dam are flood control and power; other benefits include recreation and storage for downstream conservation. A reservoir plan, vicinity map, and dam sections are shown in plate 1. The dam has a total crest length of 4640 ft, comprising a 1255-ft-long rock-fill section, a 400-ft-long concrete spillway and nonoverflow section, and a 2985-ft-long wing dam on the left abutment. The maximum height above streambed is 131 ft. Crest width is 30 ft; crest elevation is 646 ft.-x- The main rock-fill embankment section consists of a centrally located impervious core, a gravel filter zone, a spalls zone, and a rock-fill shell, totaling 1,291,709 cu yd. The wing dam has a cutoff trench offset upstream of center line and an impervious blanket between sta 30+60 and 38+60. Additional pertinent data are presented in tables 1 and 2. Embankment plans and typical sections are shown in plates 2 and 3 for the main dam and wing dam, respectively.
