Preface: The investigations described herein were conducted by the Waterways Experiment Station at the request of the Seattle District, Corps of Engineers. The study was initiated in August 1950 and completed in May 1952. The results of the investigation were reported to the Seattle District in preliminary reports of 28 February 1951, 11 April 1951, 4 May 1951, 7 August 1951, and 9 May 1952, all of which are superseded by this report. Engineers of the Hydraulics Division of the Waterways Experiment Station actively connected with the investigation were Messrs. G. B. Fenwick, H. B. Simmons, and w. H. Bobb; and model technicians assigned to the project were Messrs. E. B. Jenkins, J. L. Norwood, and C. F. Kerry.
