From the Introduction: Among the problems which have arisen as the result ot the canalization of the Upper Mississippi River is that of damage to existing property, such as railroad and highway embankments and bridges. In many cases it has been claimed by the owners ot these properties that the raising ot the Mississippi River levels at times ot low flow in the river has made it necessary, or will in the future make it necessary, to protect their property against resultant damage. The model study described in this memorandum arose from a suit ot this kind brought by the Chicago, Milwaukee, St. Paul, and Pacific Railroad against the Government tor damages which the railroad alleges it will suffer as a result ot the construction of Lock and Dam No. 6 in the Mississippi River at Trempealeau, Wisconsin.
