Special Report-
Abstract: A series of tests were devised to evaluate the performance of surface effect vehicles (SEV's) which would be appropriate to any size SEV. The test procedures were applied to a small recreational SEV, the Hoverhawk, and to a moderate sized SEV, the 10-ton gross weight SK-5. The procedures were evaluated and it was concluded that they were, in general, adequate to measure the parameters which they were designed to measure. However, the significance of the resulting numbers was not made clear at the completion of the test. Thus, it is necessary that an operational type of test be designed that will complement the engineering test. No attempt is made to evaluate the performance of the SK-5 or Hoverhawk as the purpose of the study was to establish what performance parameters are significant and the best means of measuring the parameters.-
