Abstract: The purpose of this program was to investigate materials that can be utilized in the cleanup of massive oil spills by sinking the oil. The program was divided into four phases as follows: Phase I, Survey of the State-of-the-Art; Phase II, Development of Standard Test Procedures; Phase III, Tests of Sinking Materials; Phase IV, Tests Analysis and Conclusions. This report completes the program as funded and covers the results of Phases III and IV; also this report recapitulates pertinent portions of Phases I and II, both of which have been previously reported. Twenty-three oil sinking materials, which had been located in Phase I, were screened and tested (Phase III) in accordance with applicable test methods developed in the Phase II study (Appendixes A, B, C, and D). On the basis of current information, these materials were evaluated (Phase IV) as dry-application sinking agents for oil. Factors such as cost, availability, effectiveness in sinking and retaining oil, and hazards to personnel and plant life were considered in making the evaluations. Eight materials were identified as dry-application all-season sinking agents for one or more oils; nine materials were identified as dry-application provisional sinking agents for one or more oils. One material was identified as a dry-application all-season sinking agent for all of the oils tested; one material was a dry-application provisional sinking agent for all of the oils tested.
