Abstract: This report was developed for the U.S. Army Yuma Test Center {YTC), Yuma, AZ, as an actionable Enterprise Geographic Information System (GIS) Implementation Plan. Ten ubiquitous geospatial challenges shared by Test Centers in the U.S. Army Developmental Test Command (DTC) were identified. Specific recommendations for addressing these issues were given. All five components of successful GIS implementation-people, procedures, data, hardware, and software-were systematically addressed. Finally, an organizational structure, budgetary requirements, and aggressive schedule for Enterprise Implementation were proposed. This strategic plan was implemented by YTC in 2004. The same management procedures, technical architecture, and geospatial standards were then used to enterprise geospatial data for the U.S. Army Yuma Proving Ground (YPG) in 2005 by incorporating geospatial databases of two additional Test Centers they manage-the Cold Regions Test Center, Fort Greely, AK and the Tropic Regions Test Center, Schofield Barracks, HI. In 2006 GIS data of the Aberdeen Test Center, Aberdeen, MD were incorporated in the enterprise. This project provided DTC a functioning Enterprise GIS covering all four of their natural test environments (arid, cold, tropic, and humid-temperate) and made these data readily available for distributed testing applications and Programs of Record.
